District Disaster Management Plan (DDMP)

The State of Delhi is vulnerable to various natural and man-made disasters such as earthquakes, floods, fire incidents, industrial accidents, and extreme weather events. Recognizing the need for a proactive, comprehensive, and sustained approach to disaster management, the Government of NCT of Delhi (GNCTD) has emphasized preparedness, mitigation, response, and recovery planning at all levels. In this context, the District Disaster Management Plan (DDMP) for North East District has been prepared in accordance with the provisions of the Disaster Management Act, 2005. The DDMP serves as a guiding document for district authorities, line departments, emergency responders, and other stakeholders to ensure effective coordination, timely response, and resilience building before, during, and after disasters.

Off-Site Emergency Plan (Industrial & Environmental Emergencies)

The Off-Site Emergency Plan is designed to address potential emergencies arising from industrial and environmental activities, such as chemical leaks, gas releases, fires, or other industrial accidents that may affect areas beyond the industrial premises. The plan ensures the safety of life, property, and the environment in such situations. This plan has been prepared under Rule 14 of the Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989 (MSIHC Rules), the Factories Act, 1948, and other relevant industrial and environmental laws. It is implemented and coordinated by the district administration in collaboration with the concerned departments and industrial units. The plan clearly defines risk identification, warning and communication systems, safe evacuation procedures, traffic management, medical assistance, relief measures, and environmental protection measures, as well as the roles and responsibilities of various departments, to ensure a swift and effective response during any industrial or environmental emergency.
