About IDRN

The India Disaster Resource Network (IDRN) is a web-based national inventory platform developed by the Ministry of Home Affairs (MHA), Government of India, under the GOI–UNDP Disaster Risk Management Programme. The portal is designed to provide real-time information on critical resources, including equipment, skilled human resources, and emergency supplies, required for effective disaster response

The IDRN portal has been managed and monitored by the National Institute of Disaster Management (NIDM) since June 2008, and is hosted on National Informatics Centre (NIC) servers, New Delhi

Purpose of IDRN

The primary objective of IDRN is to enable District Authorities, State Authorities, and decision-makers to quickly locate and mobilize resources during emergencies, thereby ensuring timely and effective disaster response and saving lives

Objectives of IDRN

  • To develop a systematic and updated inventory of disaster response equipment
  • To provide current information on available resources across departments
  • To enable easy identification of disaster locations
  • To ensure efficient and timely response during disasters
  • To maintain details of resource locations and warehouses
  • To facilitate availability of skilled human resources
  • To support immediate and effective emergency response

Need for IDRN

One of the major challenges during disaster response is the lack of readily available data on resources and skilled manpower. This often results in delays in response, which can cost lives.
Given India’s high vulnerability to natural disasters such as floods, earthquakes, cyclones, landslides, and tsunamis, the IDRN was developed to provide a centralized, reliable, and easily accessible resource database for disaster managers and District Collectors

IDRN Architecture

The IDRN system operates through a synchronized architecture involving:

  • National level monitoring by NIDM
  • Data hosting at NIC
  • State-level coordination
  • District-level data entry and updation
  • Line departments providing verified resource data

All data is entered through an online application, ensuring uniformity and real-time access

Maintenance & Monitoring of IDRN

  • NIDM: Central monitoring, user administration, technical maintenance, training, and support
  • NIC: Hosting and server management of the IDRN portal
  • State Authorities / SDMA: Coordination with District Magistrates for data updation
  • District Authorities (DM/DC): Authorized officers for data collection, validation, and updation from all line departments using district technical support

Role of DDMA – North East District

The District Magistrate, North East District, as Chairperson of DDMA, is the authorized officer for:

  • Coordinating with all line departments and agencies
  • Ensuring timely collection and verification of resource data
  • Facilitating regular updation of IDRN data
  • Strengthening district preparedness and response capacity
